“On June 30 [2001], [CIA Chief George] Tenet had ordered all his station chiefs to share al Qaeda intelligence with friendly local governments abroad and argue that their intelligence services should disrupt suspected terrorist cells in their countries. …Tenet followed up on July 3, with personal calls or contacts with the chiefs of the same 20 friendly foreign intelligence services, asking them to detain named al Qaeda suspects in their countries and harass members of other terrorists cells affiliated with al Qaeda.”
