“While the acts of torture were happening, the Bush Administration, pursuant to Article 19 of the CAT [United Nations Convention Against Torture], submitted on June 29, 2005 a report to the Committee Against Torture, established by the CAT’s Article 17. In that report, the U.S. expressed its total conformity with the provisions of the [Geneva] Convention. It claimed, among other things, that: ‘In fighting terrorism, the U.S. remains committed to respecting the rule of law, including the U.S. Constitution, federal statutes, and international treaty obligations, including the Torture Convention. …The President of the United States has made clear that the United States stands against and will not tolerate torture under any circumstances…’ ”
