But when [National Security Advisor Condoleezza] Rice met with Pakistan’s foreign minister in late June [2001], she only repeated the stale warning that Pakistan would ultimately be judged by the behavior of its allies. [Counterterrorism czar Richard] Clarke wrote a week later to urge that Bush officials think now about how much pressure they would put on Pakistan after the next al Qaeda attack, and then implement that policy immediately.
