On June 26, 2003, The New York Times broke a front-page story disclosing that State [Department]‘s Bureau of Intelligence and Research [INR] had produced a June 2 [2003] classified memo disputing the CIA’s finding that the trailers found in Iraq were mobile bioweapons labs. …[Deputy Secretary of Defense Paul] Wolfowitz remarked, ‘If there’s a problem with intelligence…it doesn’t mean anybody misled anybody. It means that intelligence is an art not a science.’ ”
