On June 11, 2001, a meeting took place in New York between CIA supervisors and I-49, the FBI counterterrorism squad, to brief each other on information regarding the USS Cole bombing. Arguments arose between the two factions, based on the fact that the CIA supervisors supplied some pictures of the suspects, but were unwilling to share important information and other photographs. “By withholding the picture of Khallad standing beside the future hijackers, the CIA blocked the bureau’s investigation into the Cole attack and allowed the 9/11 plot to proceed.”
