“CIA officers had asked to meet on June 11 [2001], with JTTF [Joint Terrorism Task Force] investigators who worked on the bin Laden desk. …the CIA officers displayed four surveillance photos and, without explanation, asked what the JTTF knew about the men in the pictures. The task force agents identified several subjects, including Tawfiq bin Atash, as suspects in the [USS] Cole investigation. They even surmised that the photos were taken at the January 2000 Kuala Lumpur meeting, which they had learned about independently through their investigation of the Cole. But when they repeatedly asked their CIA counterparts for more information about the Malaysia meeting and its participants, the CIA officers stonewalled them, claiming the intelligence was too sensitive to be shared.”
