On June 10, 2005, “The Justice Department inspector general issues another report, described by the New York Times as ‘blistering,’ citing at least five instances in the months before 9/11 when the FBI blew chances to locate muscle hijackers Khalid al-Midhar and Nawaf al-Hazmi. The report is made public after being kept secret for a year, but large portions are blacked-out, including a 115-page section on one terror suspect. In attempting to explain FBI Headquarters’ failure to follow up on the ‘Phoenix Memo [which recommended investigating Islamic students at flight schools], the report cites a so-called fear of ‘racial profiling’ among agents.”
