On June 10, 2002, “Speaking from a studio in Moscow, [Attorney General John] Ashcroft informed the world that the United States had detained a U.S. citizen, Jose Padilla, as an ‘enemy combatant.’ Officials believed that Padilla, who had been arrested at O’Hare Airport in Chicago, was planning to obtain a ‘dirty bomb’ that would use conventional explosives to disperse radioactive material. The basis for this belief was information obtained during the coercive interrogation of an Al Qaeda logistics manager, Abu Zubaydah.”
