“Saudi Crown Prince Abdullah…promised [CIA Director George] Tenet an all-out secret effort to persuade the Taliban to expel Bin Ladin so that he could be sent to the United States or to another country for trial…Tenet reported that it was imperative to get an indictment against Bin Ladin. The New York grand jury issued its sealed indictment a few days later, on June 10 [1998]. Tenet also recommended that no action be taken on other U.S. options, such as the covert action plan [to capture Bin Ladin, which had been suspended on May 29, 1998].”
