“On May 8 [2001], [President] Bush announced the new Office of National Preparedness for terrorism at the Federal Emergency Management Agency. Bush also said [Vice President Dick] Cheney would direct planning for ‘consequence management’ of a domestic attack, adding, ‘I will periodically chair a meeting of the National Security Council to review these efforts.’ He did not. Cheney’s planning did not progress beyond a staff review of past advisory commission reports.”
