“FBI agent Coleen Rowley wrote a critical letter to FBI director Robert S. Mueller III stating that senior FBI officials put up a bureaucratic ‘roadblock’ that hampered the investigation of [suspected terrorist Zacarias] Moussaoui before September 11. Rowley stated in the thirteen-page missive of May 21, 2002, that Minneapolis FBI agents were so frustrated by FBI headquarters’ failure to respond to the case they tried to bypass the chain of command and notify the CIA. They were reprimanded as a result.”
