“After lowering the U.S. terror alert level following the conquest of Baghdad [Iraq], on May 20 [2003] the Department of Homeland Security brought the level back up to orange. The move was a response to intelligence suggesting the high risk of a new al Qaeda attack on U.S. soil. …former White House Press Secretary Ari Fleischer said that ‘chatter’ picked up by U.S. agencies suggested that new attacks were possible.”
