From Cuba, President George W. Bush expressed a need for: “Smart regulations and the innovative character of our nation will make us the world leader in terms of efficiency and energy conservation in the twenty-first century. However, although we are becoming more efficient, we will always need some additional energy to power our expanding economy. So we will take action to protect our economy and our environment. We must take steps to reduce our dependence on foreign crude oil.
