“The staff of the National Commission on Terrorist Attacks Upon the United States reported in the spring of 2004 that Sudan arranged contacts between Iraq and al-Qaeda during the mid-1990s, including a meeting between an Iraqi intelligence officer and bin Laden in 1994.
