On March 8, 2008, “President Bush vetoes the bill [introduced in the Senate on February 13, 2008, which limited the CIA’s interrogation techniques to those allowed in the Army Field Manual]… In discussing his veto, Bush said, ‘The best source of information about terrorist attacks is the terrorist[s] themselves. If we were to shut down this program and restrict the CIA to methods in the Field Manual, we could lose vital information from senior al-Qaeda terrorists, and that could cost American lives.’ ”
