The capture and treatment of Al Qaeda operations chief, Abu Zubayda, on March 28, 2002, “set the precedent for the abuse of U.S.-held prisoners, transforming U.S. practices starting with the CIA, but eventually spreading through the U.S. military, too. …What put Zubayda in CIA custody was not toughness, it was money. A CIA source involved at the time disclosed, ‘We paid $10 million for Abu Zubayda.’ …the money went to the ISI, Pakistan’s intelligence service.”
