In the March 2007 issue of the quarterly journal Civil Wars, Professor Adam Cobb wrote: ” ‘No state has ever given terrorists more power than it, itself possesses. There is no incentive for rogue regimes to hand over their hard won nuclear capabilities, prestige and power to AQ [al Qaeda]. Regimes like Kim Jong Il’s North Korea, [Mahmoud] Ahmadinejad’s Iran, or Saddam’s Iraq tend to be paranoid and obsessed with finding and eliminating alternative sources of power to their rule. The President [Bush] and others have repeatedly said that Saddam ‘could’ hand over WMD to AQ. It is certainly technically possible, but they have never provided more than vague innuendo to suggest what incentives Saddam might gain from doing so–this is because the proposition does not bear scrutiny.’ ” [The 15th of the month used for date sorting purposes only.]
