Regimes like Kim Jong Il’s North Korea, [Mahmoud] Ahmadinejad’s Iran, or Saddam’s Iraq tend to be paranoid and obsessed with finding and eliminating alternative sources of power to their rule. The President [Bush] and others have repeatedly said that Saddam ‘could’ hand over WMD to AQ.
