According to information in a Washington Post article from March 22, 2004, National Security Advisor Condoleezza Rice said, upon taking office: ” ‘no Al Qaeda plan was turned over to the new [Bush] administration’ and that [then-counterterrorism czar Richard] Clarke had simply ‘suggested several ideas.’ Subsequently Rice would say that while Clarke was insightful about Al Qaeda, his memo focused on overseas threats that had little bearing on the terrorist attacks.”
