On March 19, 2004, Director of Central Intelligence George Tenet released a top secret report. Regarding the collection of intelligence on terrorist threats, it read: “In some cases, CIA and FBI could have performed better together. [Redacted] The different organizational culture and goals of FBI and CIA sometimes got in the way of desired results. The FBI focuses on gathering evidence to solve crimes and CIA focuses on threat assessments and collecting and analyzing intelligence. When these two goals compete, problems have occurred.”
