According to a Jane’s Intelligence Review article on March 15, 2001, “there were regular meetings between America, Russia, and India on ways to strengthen the anti-Taliban forces in Afghanistan. India was providing high-altitude warfare equipment, defense advisers, helicopter technicians, and medics to the Northern Alliance. And the coalition had been operating from bases in the former Soviet republics of Uzbekistan and Tajikistan.”
