In March 1996, the Clinton “administration made it clear that a well-defined exit strategy had to be developed before entering another country by force. In any case, military intervention could take place only when justified by some combination of the following seven reasons: (1) to defend against direct attacks on the United States, U.S. citizens, and allies; (2) to counter aggression; (3) to defend key economic interests; (4) to preserve, promote, and defend democracy; (5) to prevent the spread of weapons of mass destruction, terrorism, international crime, and drug trafficking; (6) to maintain reliability with the international community; and (7) for humanitarian purposes.” [The 15th of the month used for date sorting purposes only.]
