A March 13, 1994, New York Times article quoted Charlie Cogan, the CIA’s operations chief in the Near East and South Asia from 1979-1984. He said: ” ‘The hypothesis that the mujaheddin would come to the United States and commit terrorist actions did not enter into our universe of thinking at the time. We were totally preoccupied with the war against the Soviets in Afghanistan. It is a significant unintended consequence.’ ”
