“In February [7] 2003, the government raised the national terrorist-alert level to orange for the second time, in response to a threat that was ‘the most specific we have ever seen,’ warning that al Qaeda terrorists might use a ‘radiological dispersal device as well as poisons and chemicals.’ Citizens were advised to buy duct tape and plastic sheeting to protect themselves at home in case of a radiological, biological, or chemical attack. Authorities later discovered that this source, too, fabricated the information.”
