Speaking to Congress on February 27, 2003, Deputy Secretary of Defense Paul Wolfowitz said the “Pentagon anticipated that many countries that were objecting to the use of force [in Iraq] would be eager to help once Saddam was gone. ‘There is simply no reason to assume that the United States will or should supply’ the bulk of military forces needed for post-war stabilization, he said. ‘I would expect that even countries like France will have a strong interest in assisting Iraq’s reconstruction.’ ”
