On February 27, 2003, Deputy Secretary of Defense “Paul Wolfowitz called his [Army Chief of Staff General Eric Shinseki’s] estimate of several hundred thousand troops [for an Iraq invasion] ‘wildly off the mark.’ There was no historical reason to believe that free Iraqis would fight against one another or the United States, Wolfowitz told Congress. ‘I am reasonably certain that they will greet us as liberators, and that will help us to keep [troop] requirements down.’ ”
