Following the bombing of the World Trade Center on February 26, 1993, terrorist Ramzi Yousef, “disappointed that the device hadn’t snapped the building at its base…vowed to return and finish the job. …Yousef wanted [co-conspirator] Nidal [Ayyad] to type a new ending to the letters [claiming responsibility for the attacks] and resend them. In fact, he dictated a chilling prediction: ‘Our calculations were not very accurate this time. However we promise you that next time it will be very precise and the Trade Center will be one of our targets.’ ”
