U.K. Secretary of State for Foreign and Commonwealth Affairs Robin Cook wrote an article for The Daily Telegraph on February 20, 2001, which read: ” ‘Too many commentators overlook the fact that Britain’s robust approach has contained the threat that Saddam poses. Since the UN imposed the policy of containment, Iraq has not used chemical weapons against the Kurds of northern Iraq, or against Iran, and it has not invaded its neighbors–all of which it did before. As a result, there is no high risk of his being able to attack us.’ ”
