On February 14, 2007, the International Committee of the Red Cross released a report on the 14 ‘high value detainees’ who were transferred from secret CIA prisons to Guantanamo. In the report, 9/11 mastermind Khalid Sheikh Mohammed described his treatment by the CIA: ” ‘As the interrogation again resumed I was told by one of the *emirs* [CIA interrogators] that they had received the green-light from Washington to give him *a hard time*. They never used the word *torture* and never referred to *physical pressure*, only to *a hard time*. I was never threatened with death, in fact I was told that they would not allow me to die, but that I would be brought to the *verge of death and back again*. ‘ ”
