“On 5 January 1999, Hussein also marked Iraq’s Army Day with a violent speech in which he called on Arabs and Muslims to rise up and revolt against their governments and the West. With this new apocalyptic vision, which he apparently agreed with his sons Qusayy and Udayy in November 1998, Hussein also won over former enemies among Islamic militants in London. By February 1999, several of these groups were diluting their previously anti-Hussein rhetoric and preparing their supporters for a full conversion to the righteousness of Hussein’s war on the West.”
