In the final report of the U.S. Commission on National Security/21st Century, released on January 31, 2001, “seven Democrats and seven Republicans unanimously agreed that ‘the combination of unconventional weapons proliferation with the persistence of international terrorism will end the relative invulnerability of the U.S. homeland to catastrophic attack. A direct attack against American citizens on American soil is likely over the next quarter century.’ …The report included fifty suggestions for useful overhauls of government agencies to enhance domestic security and called for the formation of a cabinet-level position–to be called the National Homeland Security Agency–to combat terrorism.”
