The 9/11 Commission reported, “Claudio Manno, a former intelligence director at the FAA [Federal Aviation Administration], said [at the January 27, 2004 commission hearing] that before 9/11 the CIA was reluctant to reveal the names of suspected terrorists to the FAA because that information was classified.”
