“[A] letter to President [Bill] Clinton of January 26, 1998, masterminded by the Project for the New American Century and signed by several prominent neo-conservatives, but with the addition of such names as [former Secretary of Defense] Donald Rumsfeld and [former Assistant Secretary of Defense] Richard Armitage… said: ‘The only acceptable strategy is one that eliminates the possibility that Iraq will be able to use or threaten to use weapons of mass destruction.
