Following the completion of the 9/11 Commission Report, its chairmen, “former Congressman Lee Hamilton and former New Jersey Governor Thomas Kean now lead the 9/11 Public Discourse Project. …In late [December 5] 2005 it condemned the president [Bush] and the Congress for not implementing all of its original recommendations and issued a ‘report card’ evaluating government performance in fourteen areas related to homeland security. These grades included one F, three D’s, one C-, and four C’s. In an official statement Hamilton and Kean expressed their frustration. ‘We believe that the terrorists will strike again. If they do, and these reforms have not been implemented, what will our excuses be? While the terrorists are learning and adapting, our government is still moving at a crawl.’ ”
