Former CIA Director George Tenet said the ‘Blue Sky’ paper “was designed to include our best ideas for how the war on terror might proceed if we were free from resource limitations or past policy decisions that had hampered our progress. We sent the paper to [counterterrorism czar] Dick Clarke on December 29 [2000]. Among other things, it called for a significant effort to disrupt al-Qa’ida in its Afghan sanctuary. The paper also recommended major support for the Northern Alliance so that they could take on the Taliban, and it also sought to provide assistance to neighboring states such as Uzbekistan to help them drive the terrorists out of their backyard.”
