“On December 21 [2002], [CIA Director George] Tenet arrived in the Oval Office to present his best case on Iraq’s weapons to [President] Bush. [National Security Advisor Condoleezza] Rice was there, as were [Vice President Dick] Cheney and [Chief of Staff Andrew] Card. It turned out to be a less than stellar performance. At the end, after all the charts, photos, and transcripts of intercepted conversations… Bush turned to Tenet and said, ‘I’ve been told all this intelligence about having WMD and this is the best we’ve got?’ Tenet responded, in the most memorable phrase he ever uttered, ‘It’s a slam dunk case!’ Bush remained unimpressed. ‘Needs a lot more work,’ he told Rice and Card.”
