General Counsel of the U.S. Navy Alberto Mora met with head of the Naval Criminal Investigative Service, David Brant on December 18, 2002. Upon review of parts of accused terrorist Mohammed al-Qahtani’s transcript, Mora said: ” ‘It was also clear it [torture of detainees] would get worse. It could lead to creep, where if the violence didn’t work well, they would double it. …the state-sanctioned cruelty was also ‘clearly contrary to everything we were ever taught about American values.’ ”
