In reference to the National Security Council meeting of December 18, 2002, Undersecretary of Defense for Policy Douglas Feith said, regarding President Bush: “He turned to [Secretary of State Colin] Powell: ‘So war is not inevitable, according to your view.’ President Bush paused and then stated: ‘I think war is inevitable.’ As I recorded this in my notes, it registered that I had never heard the President say that before. I heard it as a momentous comment.”
