“On December 17 [2002], the CIA’s WINPAC [Weapons Intelligence Non Proliferation and Arms Control Center], which had aggressively pushed the nuclear claims [against Iraq], sent a paper to the National Security Council challenging Baghdad’s assertion that it had no nuclear weapons program on two grounds: Saddam’s regime had failed to explain its procurement of the aluminum tubes and it had not acknowledged its ‘efforts to procure uranium from Niger.’ ”
