Mohammed Ajaj, a member of the al-Fatah terrorist group, had been detained at JFK airport on September 1, 1992, after he was found with bomb manuals, a doctored passport and other terrorist-related material. In December 1992, “Federal Judge Reena Raggi defied the efforts of federal prosecutors and ordered Ajaj’s bomb manuals returned to him.
