Secretary of Defense Donald Rumsfeld “went to the White House and obtained a secret presidential directive, National Security Presidential Directive 24 (NSPD-24), in which President Bush assigned DoD [Department of Defense] responsibility for all Phase IV [postwar] planning and implementation. That document, signed on January 20, 2003, also established that the Office of Reconstruction and Humanitarian Assistance (ORHA) within the Department of Defense, would handle the postwar effort, including such tasks as dismantling weapons of mass destruction; defeating terrorists [sic] networks; reshaping and reforming security institutions (the Iraqi military and police security forces); facilitating reconstruction; protecting infrastructure; assisting in reestablishment of key civilian services (food supply, water, power, and health care); supporting transition to Iraqi authority (establishing new civil administration governance); and providing for its own operational needs.”
