UN Resolution 1441, made in November [8] of 2002, sought to ‘ensure full and immediate compliance’ by Iraq with UN Resolution 687 (made in April of 1991 after the Persian Gulf War), which required Iraq to ‘unconditionally accept the destruction, removal or rendering harmless under international supervision of all chemical and biological weapons.’ Resolution 1441 said that if Iraq did not comply with its ‘disarmament obligations,’ it would face ‘serious consequences.’ ”
