Regarding the use of enhanced interrogation techniques at Guantanamo, on January 15, 2003, Secretary of Defense Donald Rumsfeld issued a memo that read: “My December 2, 2002, approval of the use of all Category II techniques and one Category III technique during interrogations at Guantanamo is hereby rescinded. Should you determine that particular techniques in either of these categories are warranted in an individual case, you should forward that request to me. Such a request should include a thorough justification for the employment of those techniques and a detailed plan for the use of such techniques. In all interrogations, you should continue the humane treatment of detainees, regardless of the type of interrogation technique employed.”
