Joint Chiefs of Staff Chairman Peter Pace was questioned at a Pentagon press briefing on November 29, 2005. “Asked about the recent discovery by American troops of torture victims in an Iraqi-run Baghdad jail, he said it was ‘absolutely the responsibility of every U.S. service member, if they see inhumane treatment being applied, to intervene to stop it.’ [Secretary of Defense Donald] Rumsfeld did not think much of this idea. ‘But I don’t think you mean they have an obligation to physically stop it,’ he intervened, ‘it’s to report it.'”
