Secretary of State Colin Powell “said on CNN tonight [November 26, 2011] that he was working with Russia for a compromise on what the [Bush] administration calls ‘smart sanctions’ against Iraq, which are intended to let in civilian goods but not military ones. ‘What we don’t want to have go in, are equipment that can be used for developing weapons of mass destruction,’ Secretary Powell said. ‘We’re not doing this just to protect America, but to protect the region.’ ”
