“On November 21 [2001], [Chief Operations Deputy for the Joint Chiefs of Staff, General Greg] Newbold called Victor ‘Gene’ Renuart, an Air Force two-star general who served as [Central Command leader General Tommy] Franks’s chief operations officer, and gave him a quick heads-up: CENTCOM [Central Command] would receive an order to develop a new estimate of how many forces would be needed to invade Iraq and remove Saddam from power.”
