“From the start of [Al Qaeda logistics chief Abu] Zubayda’s capture, the CIA videotaped hundreds of hours of his interrogation, including his waterboarding. …Although the Agency insisted that the Program was legally and politically defensible, it withheld these tapes from both the 9/11 Commission and a federal court judge in the [potential terrorist Zacarias] Moussaoui case.
