In November 2002, the Iraqi Democratic Principles Working Group, a part of the Future of Iraq Project, released a report titled ‘The Transition to Democracy in Iraq.’ “The report recognized that a huge political and security vacuum would open up with the fall of the [Baathist] regime and that this vacuum would need to be filled immediately.
