On November 15, 1997, “Saddam Hussein called for a campaign of terror. The newspaper Babel, the chief mouthpiece of the Iraqi regime–run by Uday Hussein, Saddam’s eldest son–again urged Arabs to wage jihad against the West: ‘American and British interests, embassies, and naval ships in the Arab region should be the targets of military operations and commando attacks by Arab political forces.’ Iraqi television echoed these sentiments with a call to military units to prepare for another engagement in the ‘Mother of all Battles.’ ”
