“In early November 1995, [Israel] provided UNSCOM [United Nations Special Commission on Iraq] a tip about an ongoing effort by Iraq to import prohibited Russian missile gyroscopes… On November 10, 1995, Jordanian customs seized crates at the port of Aqaba, opened them, and found guidance units from Soviet SSN-18 submarine-launched intercontinental ballistic missiles. The units were destined for Iraq. This incident was further evidence that Iraq’s strategic intention was not to comply with the UN. It also undermined Russian efforts to advance Iraq’s case in the Security Council.”
