“In October [31] 2004, 60 Minutes reported that soldiers in Iraq were resorting to making their own makeshift protection for unarmored Humvees, using sandbags and plywood. In addition, they were scouring scrapheaps for discarded armor that they could use for a little extra protection. Asked by the program for comment, an army spokesman complacently replied, ‘As long as the army has a single vehicle without armor, we expect that soldiers will continue to find ways to increase their level of protection.’ “
